“GIZ Armenia is announcing a tender on the Technical Supervision for the construction of the 3 septic tanks at wastewater hotspots of Gavar consolidated community, Gegharkunik administrative region, Armenia. Two of these wastewater hotspots are located at the kindergartens of Noratus settlement, and one of them at the apartment block in Gavar town.
The bidder or the bidder’s employees shall have general experience in technical supervision of quality of civil works and/or engineering, particularly in water systems, water supply and sanitation, buildings construction, water supply/wastewater engineering in the last 5 years. Execution of similar contracts during the last 5 years, as part of which the Supervisor provided technical supervision of reconstruction or construction of public and residential, and hydrotechnical facilities that were successfully completed.”.
CONTEXT.
The EU4Sevan Project: Environmental Protection of Lake Sevan Project is co-funded by the EU and the BMZ and jointly implemented under a Multi-Partner Contribution Agreement by GIZ and the United Nations Development Programme (UNDP).
The Project is part of the EU Action “EU4Energy Efficiency and Environment” and the BMZ-
funded programme “Management of natural resources and safeguarding of ecosystem services for sustainable rural development in the South Caucasus” (ECOserve) and has been officially launched in September 2020.
The Project’s overall objective is to enhance the environmental protection of Lake Sevan, which is the largest freshwater lake in the Caucasus Region. Lake Sevan is the most significant source of freshwater, irrigation water, aquaculture, as well as hydropower in Armenia. Its condition has direct bearing on the region’s environmental health and Armenia’s economic potential.
EU4Sevan project has five key outputs:
- Output 1: The water monitoring and management capacities for Lake Sevan watershed are (further) improved.
- Output 2: The capacities for implementing ecosystem-friendly and water-protecting land-
use and cultivation practices are improved.
- Output 3: The capacities for implementing wastewater treatment, including nature- based
solutions, are improved.
- Output 4: Awareness and information availability for the protection of Lake Sevan is
enhanced among basin communities, the private sector and other stakeholders.
- Output 5: The Lake Sevan ecosystem governance is further improved.
Outputs 1-4 are implemented by GIZ, and output 5 is implemented by UNDP. Main beneficiaries of the project are people living in Gegharkunik region.

The technical offer must always be separate from the financial offer. Technical and Financial offers should be submitted in Armenian/English languages.
Financial offer
The proposal package is to be submitted in AMD.
The payment will be done in local currency. Please present offer without VAT. (GIZ works with 0 VAT). Please take this into consideration while preparing your offer. The Tax Identification Number of GIZ is: 02898241.
Evaluation of Offer
GIZ will evaluate the technical and price information in the received bids (see Assessment Grid). After the technical evaluation, only the price offers of bids with more than 500 points will be opened and evaluated. Technical offers below 500 points will be considered as technical not acceptable. The technical offer has a weighting of T: 70%, the price offer F: 30%.
The final result is an overall ranking, headed by the most cost-effective bid. Contract
negotiations will be initiated on the basis of this overall ranking.
